BAYAN-EV says state neglect to provide basic social services worsened by patronage politics, non filing of essential bills of partylist groups like An Waray

“Arbitrary shutdown of An Waray’s lone regional office by orders of Congressman Florencio ‘Bem’ Noel is not only childish, arrogant and unbecoming. It actually seeks to avert public attention from legitimate criticisms hurled against An Waray,after its poor legislative performance for the marginalized sectors was put in question by progressive groups in the region,” says Jun Berino, Secretary General of Bagong Alyansang Makabayan in Eastern Visayas (BAYAN-EV).

 

Berino adds that Noel’s obvious intention is to deflect questions on An Waray’s poor legislation for the marginalized sectors. He also accused Noel of putting words into other people’s mouth to justify his political rampage against fellow partylist group Bayan Muna he alleged to have initiated a campaign against them. BAYAN-EV rebuked the sensationalism of its temporary shutdown as a “deplorable tactic to deprive the public of an educated discourse on core issues.” He said Noel acted in such “a bad taste and without prudence expected of public servants.” They also criticized Noel and his “close cohorts”by doing a “desperate shame campaign” of broadcasting Berino’s contact info and prompting people to ask from him all sorts of benevolence, instead of responding, straightforward, to their critics’ claims.”

 

Meanwhile, BAYAN-EV stressed to the public that there is no amount of financial, medical and/or educational assistance from any partylist or district legislator could compensate the lack of government social services at present. Which is why, Berino explains, An Waray is questioned and branded “fake, reactionary anda fitting candidate” for expulsion from the Partylist roll due to failure to serve its mandate as Partylist group.

 

“Had there been a responsible government that attends well to the people’s right to life, secures job and their homes, provides ample basic social services in healthcare and education, there is no need even for special Partylist groups,” says Berino. BAYAN-EV responded to Noel that An Waray’s poor legislative performance and fancy for patronage politics have only contributed, in fact, to further marginalization of the poor and oppressed sectors. BAYAN-EV called An Waray’s palliative solutions as pandering on government to maintain this status quo.

 

By avoiding to attend to this neglect, the people consequently become vicious prey to patronage politics that serves more the interest of the benefactor, rendering him a good name to sustain victory in succeeding elections. According to BAYAN-EV, these poor beneficiaries – who were made to believe these politicians are saviors – are left at the mercy of dole-outs, that is why for BAYAN-EV, An Waray have always “wanted to bait people to their brand of politics.”

 

BAYAN-EV ends that the most fitting action for partylists reps is to legislate bills that could compensate, yet for a long-term, these poor medical services in public hospitals, sky-rocketing tuition and other fees in commercialized public schools, prevalent landlessness, low wages and the inaccessible cost of public utilities.

Bayan-EV to Noel: Think it Over, a Partylist Representative is, foremost, a Legislator for the Marginalized

Progressive group Bagong Alyansang Makabayan (BAYAN) in Eastern Visayas assailed today what An Waray Representative Florencio “Bem” Noel said in response to a series of questions directed against An Waray’s legitimacy to stay within the framework of the Party List system. Early morning yesterday, Noel aired his reaction through the local radio, breaking a long period of silence.

 

In his statement, Noel announced he would shut down their office operations temporarily so “people asking for assistance from them would turn to BAYAN-EV for help to prove the latter’s futility to assist”. On the other hand, BAYAN-EV Secretary General Jun Berino said Noel is deviating from the main case in point, which is: An Waray’s almost zero legislation in Congress to serve a lasting benefit of the marginalized sectors.

 

As reported in a local newspaper, businessman and An Waray Representative Neil Benedict Montejo enumerated that they represent the “peasants, fisher folks, labor, urban poor, etc.” Their website also clarifies the term An Waray to mean the “have-nots” or “ang mga wala” in Filipino but BAYAN-EV exposed that Noel and Montejo are not “have-nots” but multi-millionaires.

 

Meanwhile, BAYAN-EV also explained to the public that that their move stems from factual scrutiny of legislations principally authored by the said partylist – not merely from projects or programs – which he described as having “no direct correlation to the sectors they claim to represent”. Berino reminded Noel that a Partylist representative is foremost a legislator, not a mere fund distributor of the government.

Noel’s Tirade against Progressive Groups is Childish, Arrogant, Unbecoming – Bayan-EV

An Waray Representative Florencio “Bem” Noel announced yesterday morning that he would shut down their office operations temporarily so “people asking for assistance from them would turn to Bagong Alyansang Makabayan – Eastern Visayas (BAYAN-EV).” Noel declared it as a reaction to the BAYAN-EV’s move to disqualify An Waray from the Partylist roll.

 

Berino retorted that Noel’s action is a “political vendetta” against progressive groups who are questioning their non-filing of legislations with long-term rather than band-aid solutions to deep-rooted problems of the people.

 

“Aside from portraying himself (Noel) like a brat pleading for public sympathy from being pushed towards the corner, he is actually exposing himself that he lacks real understanding of the Partylist law for reacting in such a manner,” said Berino. He also lambasted Noel for being arrogant and inciting instead these marginalized organizations to engage him in a showdown of “who-can-give-more-and-who-can-not-do.”

 

Meanwhile, Berino clarified they have no plans to compete on the issue of funding. Berino explained further that BAYAN-EV, itself, do not have the capacity to even rent for their own office since, according to him, “their organization is not like the well-endowed An Waray with regular funding, and they only rely solely on support coming from allied organizations that are likewise marginalized.”

 

In his statement yesterday, Noel haphazardly accused another organization like Bayan Muna, not just BAYAN-EV, that the initiated move for disqualification is mere politicking. Meanwhile, BAYAN-EV chided Noel for “talking without knowing at least the basic fact about the organization he is responding to and even going to the extent of taking as hostage and depriving the people of funds at his present management but he does not, in fact, own”.

 

As an incumbent partylist, An Waray still controls a maximum of 140-million peso worth of Pork Barrel fund this year. Berino backlashed at Noel that “His craving for political revenge is a rather childish, arrogant and unbecoming for a supposed public servant.”
